Decides whether the user must approve model on this backend before the turn runs.
Parameters
- id: "codex" | "claude" | "agy"
  Backend of the turn.
- probe: AdapterProbeResult
  Its current probe, for the default model.
- model: string
  The concrete model the turn would run.
- options: ConsentForOptions = {}
  config supplies an existing snapshot; defaultModel reuses pre-observed default.
