Finds the most recent completed review with this identity among the live sessions of one workspace and backend (AX-007c).
Parameters

Returns { review: CompletedReview; sessionHandle: string } | null
The session handle and stored outcome, or null when none matches.

Throws
When the sessions directory cannot be read; an unreadable record counts as absent.
