Precedence Rules
Settings passed in coagent8_EDITOR_SETTINGS take precedence over file-level configuration.
Each setting (defaultBackend, routing.strategy, routing.allowedBackends, backend
defaults) replaces the corresponding value from config.json.
Approval rules are not editor settings: they live only in config.json, which every
client's server reads, and the command CoAgent8: Manage Model Approvals edits them
(owner decision of 2026-10-11).
