CoAgent8 evaluates the review verdict programmatically: any P1/P2 blocker, PARTIAL coverage, truncation or an incomplete envelope makes the server verdict BLOCKED. The reviewer's text is never rewritten; the server verdict and its causes are reported beside it. A read-only reviewer cannot run checks, so a required check reported NOT_RUN does not block: READY then says which checks did not run, and the author and CI run them (rule 03).
