Checks a file the user chose as a client's executable, as setup checks the CLI it finds. Starts the file for its version, help and sign-in metadata only.
Parameters

- cwd: string = home
Returns Promise<{ readiness: CliReadiness; source: ClientSource }>
The backends.<id>.executable value that selects the file, and the CLI evidence.

Throws
When the file cannot be started or is not a compatible CLI of this client.
