Local boundary, built runtime, explicit or remembered client selections.
Per-client evidence and conflicts; a failed client does not hide other results.
Private backups retain original bytes. Existing manual entries and independently changed managed entries are never replaced. An owned entry is updated after the new runtime starts and lists its tools; a client whose host setup can check also needs that host's call. Failed candidate checks restore only the owned entry, preserving concurrent unrelated edits. Restart/new chat is needed for hosts caching tool catalogs. Remote scopes are intentionally unsupported here. Status reads host files and CLI metadata only, without starting the runtime or a host.
Installs missing selected registrations or safely repairs managed entries.
